Hey guys I'm currently trying to download and install Forge and then Optifine. When I watch youtubers download the mods, they are able to open the Forge mod directly from the .jar file after download. Now my case is interesting and I definitely need help, Once I download the forge.installer.jar, It appears as a .rar icon and wen I go to open it it opens up my winrar program. From here I've even tried extracting it on the desktop or into minecraft, but no matter what I do It won't open up the Forge program itself, just a bunch of weird ass files in winrar.

You may have downloaded the wrong kind of Forge installer, if you go to the forge download page you'll see there are a couple of different kinds. Clicking the "installer" icon should get you the right one for Windows I believe. Good luck!
I think the guys/gals that responded to you is on the right track it is very well a corrupted file. If that is the case then try another mirror to download the file. Your may try to install rar by opening terminal sudo apt-get install rar which for a true zip file rar is a little overkill. However it does add support for other formats and allows you to extracts different file types.
This tool works with any of the ESI geodatabases. It also works with ESI line shapefiles, as long as the projection of the source data is appropriately defined. (This can be done in ArcCatalog. All ESI data aistributed in Geographic Coordinates; check the atlas' metadata for the appropriate datum.) To use any of the ESI tools, you'll need to begin by moving the atlas directory that resides in the Geodatabase directory on your ESI CD/DVD (or that you have downloaded) to your computer's hard drive. The tools are dependent on the layer names and relationships that have been set up inside the MXD file provided.
I have a zip archive uploaded in S3 in a certain location (say /foo/bar.zip)I would like to extract the values within bar.zip and place it under /foo without downloading or re-uploading the extracted files. How can I do this, so that S3 is treated pretty much like a file system
You could mount the S3 bucket as a local filesystem using s3fs and FUSE (see article and github site). This still requires the files to be downloaded and uploaded, but it hides these operations away behind a filesystem interface.
If your main concern is to avoid downloading data out of AWS to your local machine, then of course you could download the data onto a remote EC2 instance and do the work there, with or without s3fs. This keeps the data within Amazon data centers.
You would need to create, package and upload a small program written in node.js to access, decompress and upload the files. This processing will take place on AWS infrastructure behind the scenes, so you won't need to download any files to your own machine. See the FAQs.
However, this is quite an elaborate way of avoiding downloads, and probably only worth it if you need to process large numbers of zip files! Note also that (as of Oct 2018) Lambda functions are limited to 15 minutes maximum duration (default timeout is 3 seconds), so may run out of time if your files are extremely large - but since scratch space in /tmp is limited to 500MB, your filesize is also limited.
I faced a similar problem and have solved it by utilising Java AWS SDK. You still will download and re-upload the files back to S3 but the key is to "stream" the content, without keeping any data in memory or writing to disk.
Run the downloaded file and follow the on-screen instructions.The default installation path is C:\Program Files\ZET 9\.Do not use system folder "Program Files (x86)" with Windows Vista, 7, 8, 10... ,but use e.g. "D:\ZET 9\".
If you use Chineze, Japaneze or Korean language, then set a "^" degree glyphinstead of "circle" one.
