A recent hoax circulating on the internet asserts that the Federal Reserve maintains accounts for individuals that are tied to the individual's Social Security number, and that individuals can access these accounts to pay bills and obtain money. These claims are false. The Federal Reserve does not maintain accounts for individuals, and individuals should not attempt to make payments using Federal Reserve Bank routing numbers or false routing numbers. Individuals who attempt to pay bills or conduct other transactions using a Federal Reserve Bank routing number may face penalty fees from the company they were attempting to pay, or the suspension or closure of their commercial bank or payment service provider accounts. Law enforcement, including the Federal Bureau of Investigation (FBI), is aware of this scheme, and individuals who participate in such schemes could also face criminal charges.

Actor Wood Harris shared a similar version of the claim to Instagram on May 20 in the form of a TikTok video, in which a man says: "So I'm sure people have heard about the numbers on the back of their social security cards being tied to a federal reserve bank. This is absolutely true." The original TikTok video was shared on Feb. 28 and has more than 800,000 likes.


The Fed said individuals who attempt to make payments using false bank routing numbers could face fees from the company they were attempting to pay or have their actual bank accounts closed or suspended.


The claim that numbers on a Social Security card can be used as a routing and account number to make purchases is FALSE, based on our research. The Fed has debunked the claim on numerous occasions. It is not possible for an individual to have a bank account with the Fed. People who attempt to make payments using this method could have their payment rejected and also face fees and other penalties. The numbers on Social Security cards contain information about the card itself and are not linked to bank accounts.


Note: In spite of the general rules mentioned above, self-employment tax may be imposed on a nonresident alien under the terms of an international social security agreement (Totalization Agreements).


The United States has entered into social security agreements with foreign countries to coordinate social security coverage and taxation of workers employed for part or all of their working careers in one of the countries. These agreements are commonly referred to as Totalization Agreements. Under these agreements, dual coverage and dual contributions (taxes) for the same work are eliminated. The agreements generally make sure that social security taxes (including self-employment tax) are paid only to one country. Take current documents such as a passport, a certification of citizenship or naturalization, or a U.S. military photo ID. DMV will issue a new license or ID card number when you meet all the requirements.

Criminal identity theft occurs when a suspect in a criminal investigation identifies himself or herself using the identity of another, innocent person. Starting May 7, 2025, every state and territory resident will need to present a REAL ID compliant license/ID, or another acceptable form of identification, for accessing federal facilities, entering nuclear power plants, and boarding commercial aircraft. The card, itself, must be REAL ID compliant unless the resident is using an alternative acceptable document such as a passport. The Act does not require individuals to present identification where it is not currently required to access a federal facility (such as to enter the public areas of the Smithsonian) nor does it prohibit an agency from accepting other forms of identity documents (such as a U.S. passport or passport card).


Material change includes any change to an individual's PII, which is defined in the regulations to include information to demonstrate identity, date of birth, or social security number, as well as information that appears in databases or in the machine readable technology of the license or identification card. Notwithstanding the definition of PII, material change does not include a change of address of principal residence.


DHS understands that some states may currently require presentation, verification, and retention of identity source documents, social security information, and proof of address in a manner that meets the minimum regulatory standards. This also includes meeting the minimum standards for employee background checks, fraudulent document recognition training, and information security and storage requirements.
